Understanding CreateSmart Initiative Fund

The CreateSmart Initiative (CSI) provides funding support to projects in Hong Kong's cultural and creative industries. Understanding the requirements and audit process is essential for successful fund applications.

Funding Support

Government funding provided by way of grant to support cultural and creative industries development projects.

Eligibility Requirements

Locally registered institutions/organizations including academic institutes, industry support organizations, trade associations, professional bodies, research institutes and companies.

Application Process

Applications are accepted four rounds per year through the computerized application system, with deadlines on the last day of March, June, September and December.

About CreateSmart Initiative

The CreateSmart Initiative (CSI) is a HK$300 million fund established by the Hong Kong SAR Government in June 2009, administered by the Cultural and Creative Industries Development Agency (CCIDA) to provide financial support for the development of creative industries in Hong Kong.

  • Supports projects in cultural and creative industries not covered by other dedicated government funding schemes
  • Strategic focus on nurturing talents, exploring markets, promoting cross-sectoral collaborations, and fostering creative atmosphere
  • Funding provided by way of grant, covering net approved project cost after deducting expected income and other sponsorships
  • Disbursed by instalments tied to project milestones
  • Final instalment released upon project completion and acceptance of completion report

CSI Fund Audit Requirements

To ensure proper use of public funds, the CSI Secretariat requires audited account reports prepared by approved auditors. Understanding these requirements is crucial for project compliance:

Final audited account report required upon project completion
Interim/progress reports for projects exceeding 6 months duration
Audited accounts must be prepared in accordance with Hong Kong Standards on Assurance Engagements 3000
Verification that project funds were properly applied to the project
Confirmation of compliance with CSI funding terms and conditions
Proper books and records maintained for at least seven years after project completion

Government Support for Audit Fees

The actual expenditure for external audit fees relating to the project can be included in the project budget, subject to the following caps:

Projects costing less than $1 million

Maximum $5,000

Projects costing $1 million to $5 million

Maximum $10,000

Projects costing more than $5 million

Maximum $20,000

These fees cover external audit services conducted by qualified Certified Public Accountants (CPAs) who are registered under the Professional Accountants Ordinance (Cap. 50) and hold valid practicing certificates.
