Hong Kong to Open Applications for 321 Vacant Fixed Hawker Pitches on 6 October
FEHD will open applications for 321 vacant fixed hawker pitches from 6 to 26 October 2026. Explore locations and key operating considerations; applications are not yet open.
The Food and Environmental Hygiene Department (FEHD) announced on 23 September 2026 that it will reallocate 321 vacant fixed hawker pitches and issue new licences. Eligible people may apply from 9 am on 6 October to 5 pm on 26 October 2026. As of this announcement, the application window has not opened, and a pitch has not yet been awarded to a new applicant.
These are fixed hawker pitches, not the separate 2027 Chinese New Year fair stalls offered at auction. The two arrangements must not be conflated.
Where are the pitches?
FEHD lists eight districts:
- Eastern: 4; Central and Western: 7; Wan Chai: 26.
- Yau Tsim: 110; Mong Kok: 101; Sham Shui Po: 28; Kowloon City: 5.
- Tsuen Wan: 40.
The 321 pitches will be divided equally among four applicant categories: holders of Fixed-Pitch (Newspaper) Hawker Licences; holders of Itinerant Hawker Licences (Other Classes/Newspaper); eligible registered assistants who meet the application requirements; and members of the public who meet specified basic criteria. This is not an assurance of eligibility or allocation to any individual. FEHD says selection priority among eligible applicants will be determined by open computer random sequencing and a manual ballot, followed by notification and pitch selection for those invited.
What prospective operators can assess
Before committing time and resources, a prospective operator can consider the district and customer catchment, suitability of a fixed-pitch business, staffing, stock, ongoing costs, and the financial implications of building a compliant stall at their own expense. FEHD states that, except for the two licensed-hawker applicant categories, newly issued hawker licences have a seven-year operating period and will not be renewed on expiry. A business cannot begin trading merely because it applied or received a priority number; FEHD says the stall must meet approved specifications before operation.
