2026 Policy Address update: four AI support pillars for Hong Kong SMEs
Hong Kong's 2026 Policy Address confirms four SME AI support pillars covering matching subsidies, targeted BUD funding, HKPC advisory support and AI skills training.
The 2026 Policy Address, announced on 16 September, sets out four connected forms of support intended to help Hong Kong SMEs adopt artificial intelligence, strengthen cybersecurity and develop practical AI skills. This is a policy update to HKBSCL's July 2026 coverage of the BUD Fund and the planned enhancement of the Digital Transformation Support Pilot Programme (DTSPP).
1. Matching subsidies for AI and cybersecurity
The Government will enhance the DTSPP by providing matching subsidies to support more SMEs in applying AI- and cybersecurity-related solutions.
2. More targeted BUD funding for AI projects
The BUD Fund will provide more targeted funding for enterprise projects containing AI elements. The Policy Address does not specify a funding ceiling, matching ratio, detailed eligibility requirements, approved solutions or an application timetable.
3. HKPC advisory, cyber-risk assessment and training
The Hong Kong Productivity Council will expand its Digital DIY Portal with AI-assisted SME advisory services. The support is intended to help enterprises assess and respond to cybersecurity risks and apply AI. Training and exhibitions under AI with HKPC will also strengthen AI awareness and adoption, particularly among SMEs.
4. Practical AI skills courses
Under the AI for All Inclusive Programme, more than 200 courses and activities are to be introduced by the first quarter of 2028, including support for workers and SMEs to use AI for practical enhancement.
The upgraded Skills Council is also scheduled to launch an 18-month AI skills programme in the first half of 2027. It will include a free online course on workplace AI applications, followed by free advanced short courses for eligible completers. At least 40,000 employees are expected to benefit.
What SMEs can consider now
Before programme details are released, businesses can identify the operational problem an AI project should address, the data and cybersecurity implications, staff capability gaps, expected measurable outcomes and the internal resources required.
These are planning questions only. They are not application instructions and do not indicate that any announced support is currently open for application.
Implementation details remain pending
The Policy Address confirms the policy direction but does not provide launch or application dates, subsidy ceilings, a matching ratio, eligible sectors, vendor lists, approved solutions or detailed assessment procedures. Businesses should wait for formal announcements from the responsible authorities and HKPC before treating a project or expenditure as eligible.
